Well, to get to the heart of it:
Winfrey got right to the point when the interview began, asking for yes-or-no answers to five questions.Did Armstrong take banned substances? "Yes."Did that include the blood-booster EPO? "Yes."Did he do blood doping and use transfusions? "Yes."Did he use testosterone, cortisone and human growth hormone? "Yes."Did he take banned substances or blood dope in all his Tour wins? "Yes."
Pretty clear I think.
Lance did express regret for his vicious attacks on those who attempted to tell the truth about his doping, but I wasn’t convinced that he was truly remorseful. Not that it matters really, many of those have been utterly destroyed in career and reputation for the bulk of their productive lives. Not sure how you say “I’m sorry” for that sort of thing.
Not really looking for more comments here to debate Lance’s character. I think we’ve covered that pretty thoroughly over the past few years.

What really has me befuddled is trying to figure out what his game is. Was there another freight train coming which he is trying to derail before it runs over him? Is he attempting to get his lifetime ban reduced to 8 years? Is he trying to rehabilitate his image so that, in time, he can get back in the Foundation and/or get some endorsements? Is he broke and desperate?
I just don’t get it. Without some endgame in sight, I don’t understand his “apology” unless he is in desperate straits.
The general opinion seems to be that it is a combination of all of the things you mentioned Drax. Plus a healthy dose of Lance wanting to try to resuscitate his carefully crafted public image.
